A TOTAL OF FIVE DEFENDANTS ARE NOW IN CUSTODY AND FACING RECKLESS MURDER CHARGES, ACCORDING TO THE ALABAMA LAW ENFORCEMENT AGENCY.
THOSE INDIVIDUALS ARE 17 YEAR OLD TY REIK MCCULLOUGH OF TUSKEGEE, 16 YEAR OLD TRAVIS MCCULLOUGH OF TUSKEGEE, 20 YEAR OLD LETRON BROWN OF TUSKEEGEE, 20 YEAR OLD LAMAR HILL JR. OF AUBURN, AND 19 YEAR OLD WILLIE GEORGE BROWN JR. OF AUBURN.
ALL OF THE SUSPECTS ARE BEING HELD IN THE TALLAPOOSA COUNTY JAIL WITH NO BOND.
DISTRICT ATTORNEY MARK SEGREST SAID THE MINORS WILL BE TRIED AS ADULTS PER ALABAMA LAW.
A BUSY DAY HERE IN THE CAPITOL COMPLEX AS THE ALABAMA LEGISLATURE COMPLETED THE 13TH LEGISLATIVE DAY OF THE 30-DAY SESSION.
THE FOUR BILL PACKAGE OF ECONOMIC DEVELOPMENT INCENTIVES LEGISLATION KNOWN AS THE GAME PLAN IS NOW STATE LAW.
THE HOUSE AND SENATE GAVE FINAL PASSAGE TO THE BILLS THIS MORNING, AND GOVERNOR KAY IVEY HELD A SIGNING CEREMONY IN THE STATE CAPITOL IN THE AFTERNOON.
THE BILLS ARE MEANT TO MODERNIZE ALABAMA'S LAWS REGULATING THE USE OF INCENTIVES TO RECRUIT INDUSTRY.
THE PACKAGE ALSO INCLUDED MEASURES TO IDENTIFY AND DEVELOP MORE SITES WHERE INDUSTRY CAN LOCATE IN THE STATE AND TO JUMP START THE INNOVATION ECONOMY, ESPECIALLY FOR UNDERREPRESENTED BUSINESSES.
THERE WAS NO SHORTAGE OF SPORTS METAPHORS AS IVEY AND THE BILL SPONSORS CELEBRATED THE WIN.

STATE PROSECUTORS RECENTLY ENDORSED A SLATE OF BILLS THEY SAY GIVES THEM BETTER TOOLS TO PROTECT THE COMMUNITY, AND THE SENATE JUDICIARY COMMITTEE RECENTLY ADVANCED LEGISLATION TARGETING GANG VIOLENCE.
SENATE PRESIDENT PRO TEM GREG REED SAID THOSE MEASURES WILL BE HEARD AS THE SESSION GOES FORWARD.
>> I THINK THE IDEA OF LOOKING AT JUDICIARY AND MAKING SURE THAT JUDGES AND PROSECUTORS FEEL THEY HAVE THE LATITUDE TO MAKE SURE BAD PEOPLE GO TO PRISON AND THAT WE KEEP BAD PEOPLE IN PRISON, I THINK THOSE ARE IMPORTANT TOPICS FOR THE LEGISLATURE.
YOU KNOW, WE DRIED TO LOOK AT ISSUES ASSOCIATED WITH SUPPORT OF LAW ENFORCEMENT IN AN APPROPRIATE WAY AND OTHER WAYS.
WE DO THAT WITH CHANGING LANDSCAPES IN REGARDS TO ISSUES ON MASS SHOOTINGS AND DIFFERENT CIRCUMSTANCES THAT MAYBE DID NOT EXIST IN THE PAST OR AT LEAST AT THE LEVEL THAT WE SEE THEM NATIONWIDE.
I THINK SCHOOL SECURITY IS A HUGE ISSUE, AND THAT'S A TOPIC THAT WE'RE HEARING IN THE LEGISLATURE RIGHT NOW, ABOUT HOW MUCH RESOURCE CAN WE ALLOCATE TO ISSUES ASSOCIATED WITH SCHOOL RESOURCE OFFICERS AND BEING ABLE TO OFFER FOR SECURITY ELEMENTS IN SCHOOLS >> IT WAS AN ACTIVE DAY IN THE HOUSE OF REPRESENTATIVES.

HOUSE BILL 45 FROM STATE REPRESENTATIVE JEREMY GRAY WOULD REQUIRE PUBLIC SCHOOLS TO ADOPT POLICIES FOR PREVENTING AND RESPONDING TO SUDDEN CARDIAC ARREST.
YOU'VE PROBABLY SEEN THE FRIGHTENING VIDEOS FROM SPORTING EVENTS OF ATHLETES COLLAPSING.
GRAY SAYS SCHOOLS NEED TO BE PREPARED FOR THESE SITUATIONS, BY TRAINING PERSONNEL IN HOW TO IDENTIFY SYMPTOMS AND RESPOND IF NEEDED.

HOUSE BILL 77 FROM STATE REPRESENTATIVE DANNY GARRETT AIMS TO EASE SALES TAX PAYMENTS FOR BUSINESSES.
UNDER EXISTING LAW, A SALES TAX LICENSEE HAS TO START REMITTING ESTIMATED PAYMENTS AT $5,000 OF MONTHLY TAX LIABILITY.
GARRETT'S BILL WOULD INCREASE THAT THRESHOLD TO $20,000 TO MAKE IT EASIER FOR SMALL BUSINESSES.
>> YOU CAN HAVE REVENUE UP TO $700,000 A YEAR AND NOT HAVE TO MAKE ESTIMATED SALES TAX PAYMENTS THAT AFFECTED 2500 SMALL BUSINESSES ACROSS THE STATE.
THIS YEAR WHAT THAT BILL WOULD DO IS RACE THE $5,000 THRESHOLD TO $20,000 MEANING BUSINESSES COULD MAKE ONE $5 MILLION BEFORE IT HAD TO MAKE ESTIMATED TAX PAYMENT AND THAT WOULD HELP AN ADDITIONAL 130 BUSINESSES IN THE STATE.
IT WOULD HELP SMALL BILLS WITH THE BUREAUCRACY NOT TO MAKE QUARTERLY TAX PAYMENTS UNLESS REVENUE EXCEEDS $100,000 AND THAT WOULD HELP OVER 5,000 SMALL BUSINESSES IN THE STATE >> I THINK COVID DID A LOT TO DEPRESS SMALL BUSINESSES IN THE 1ST PLACE.

SO ARMED OFFICERS CAN RESPOND SO MENTAL HEALTH CRIME AND RESPOND WHEN APPROPRIATE IF IT'S A NONVIOLENT PUBLIC SAFETY ISSUE BUT MAYBE A RELATIVE HAVING A TOUGHER TIME AND INTERVENTION AND GETTING INVOLVED IN THAT WAY CAN TRY TO PREVENT ANY SORT OF VIOLENT CONFLICT MOVING FORWARD.
A FEW OTHERS QUICKLY, ONE THAT DEALS WITH FOR PEOPLE WHO VICTIMS OF GUN VIOLENCE AND END UP IN THE EMERGENCY ROOM, THERE'S SOMETHING CALLED TRAUMA INFORMED CARE WHERE YOU TRY TO GET TO THEM WHILE THEY'RE THERE AND TRY TO ZERO WORK WITH THEM AND THEIR FAMILIES SO THEY DON'T RETALIATE ONCE THEY GET OUT OF THE HOSPITAL.
THAT'S NOT TAKING AWAY GUNS AND NOTHING TO DO WITH CONSTITUTIONAL RIGHTS BUT IT'S SAYING HERE IS A METHOD WE CAN GET AT.
AND THEY'RE RIGHT, OTHER MENTAL HEALTH COUNSELORS AT SCHOOL, HAVING TAUGHT HERE IN MONTGOMERY AND I DO A LOT OF WORK WITH I COULDN'T THINK PEOPLE MENTORSHIP WISE -- THE BIGGEST ISSUE WHEN IT COMES TO VIOLENCE AND DEALING WITH THINGS IN A PEACEFUL WAY, IF WE HAD MENTAL HEALTH COUNSELORS IN OUR SCHOOL ON A REGULAR BASIS THEY COULD WORK WITH YOUNG PEOPLE TO TRY TO DEAL WITH SOME OF THAT KIND OF ANGER THEY MAY HAVE.

THERE ARE CONSTITUTIONAL RELATES THAT ARE LIMITING FACTORS.

BUT IF THERE'S SOMETHING DESIGNED FOR A WAR ZONE.
WE HAVE TO HAVE ABLE TO HAVE THOSE CONVERSATIONS ABOUT -- AS A SOCIETY ARE WE WILLING TO DO THAT?
AND AMERICA IS THE GREATEST PLACE ON EARTH BUT IT'S CUCKOO TO LOCK AT WHAT OTHER CONSERVATIVES HAVE DONE THAT IS EFFECTIVE AND THEY HAVE HAD SOME REGULATIONS AROUND GUNS.
AND THERE'S A REASON THEY HAVE SUCH LOWER RATES OF GUN VIOLENCE AND GOOD DEATH.
AND WE ALL NEED THAT THROUGH NOT ONLY AN EAT LODGE KEL LENS BUT A HUMAN LENGTH.

BUT I KNOW WE CAN'T GO BACKS IN TIME, BUT DOING AWAY WITHOUT THE PERMITS AND I DON'T WANT TO, AGAIN, DWELL ON SOMETHING THAT NOW IS ALREADY IN EFFECT BUT THAT AT LEAST GAVE LAW ENFORCEMENT SOME ABILITY TO DIFFERENTIATE BETWEEN WHO IS LEGALLY POSSESSING AND WHO IS NOT.
THERE ARE CERTAIN LAWS IN PLACE NOW WHERE, RIGHT, IF YOU HAVE A FLOWN CONVICTION OR IN YOU'RE CONVICTED OF SOMETHING WHERE YOU CAN'T OWN A WEAPON BUT BEING ABLE TO CHECK ON AND IDENTIFY WHO CAN AND WHO CAN'T IS A TOUGHER WAY TO DO THAT.
IT ON THAT THERE COULD BE COMMON GROUND IN SOME WAYS.
